1. The Question Is Larger Than AI
Artificial intelligence is usually discussed as a technology. We ask how capable it will become, how fast it will spread, which jobs it will change, which companies will lead, which states will gain an advantage, and how dangerous the systems themselves might be. These are serious questions. But they are no longer large enough.
As AI systems become more capable, they do not enter an empty world. They enter institutions, markets, militaries, families, classrooms, hospitals, media systems, public administration, intimate relationships, and the private space in which people decide what matters. Their effects therefore do not remain “technical.” They alter the conditions under which human beings make decisions, bear responsibility, compete, cooperate, form relationships, and imagine the future.
The central problem is not simply that AI may become more powerful than previous technologies. It is that a civilization built for a different distribution of intelligence, agency, scarcity, labor, power, and meaning may continue operating long after its underlying assumptions have changed.
The deeper risk is not only losing control of a machine. It is building a world that gradually loses the ability to choose another future.
This is the starting point of Civilizational Transition (文明跃迁): the proposition that the age of advanced AI requires us to examine not only the systems we are building, but the underlying operating logic of civilization itself.
2. What Is Changing?
Several changes are arriving at once, and their interaction matters more than any one of them in isolation.
Intelligence is becoming externalized. Capabilities that once depended on scarce human expertise can increasingly be reproduced, scaled, coordinated, and deployed through machines.
Decision-making is becoming more automated. Systems can rank, recommend, allocate, predict, filter, and eventually act across domains faster than human institutions can deliberate.
Power can scale faster than responsibility. A small number of actors may gain the ability to affect millions or billions of people while existing legal and institutional structures still assign responsibility as if consequences remained local.
Scarcity is changing unevenly. AI may make some forms of knowledge, design, coordination, and production abundant while leaving housing, energy, land, attention, trust, care, and political power scarce.
Human roles are becoming less stable. Employment, expertise, status, authorship, and even the social experience of being needed can be disrupted before new structures of dignity and participation are ready.
The boundary between assistance and substitution is becoming less clear. AI can extend human capability, but it can also quietly become the default judge, gatekeeper, companion, administrator, or source of direction.
None of these changes automatically produces catastrophe. The problem is cumulative. A civilization can remain outwardly functional while more and more of its future is decided by infrastructures, incentives, and optimization systems that become difficult to reverse.
3. Why Existing Frameworks Are No Longer Enough
Modern institutions are good at dividing problems into sectors. Economics handles incentives. Law handles rights and liability. National security handles strategic competition. Technology policy handles standards and deployment. Ethics handles values. Psychology handles well-being. Each field contributes something essential. Yet advanced AI increasingly crosses all of these boundaries at once.
A labor-market decision can become a question of dignity. A recommendation system can become a question of political power. A military optimization system can become a question of species-level survival. A personalized companion can become a question of human agency. A resource-allocation algorithm can become a question of rights. An apparently efficient governance system can become a question of whether future generations still retain meaningful alternatives.
The result is a structural mismatch: the causes are becoming interconnected faster than our institutions are able to reason across them.
Civilizational Transition does not argue that every existing discipline is wrong. It argues that none of them, acting alone, can see enough of the causal chain. The task is therefore not to replace existing knowledge, but to reconnect what specialization has separated.
4. What Civilizational Transition Means
Civilizational Transition is not a prediction that history will inevitably move toward a better system. It is not a blueprint for a single world government. It is not a demand that every society adopt the same values, institutions, or culture. And it is not the claim that technology itself will save us.
It is a framework for asking whether the underlying operating logic of civilization remains fit for a world in which intelligence, capability, interdependence, and irreversible risk are rapidly increasing.
Its central concern is whether individuals, organizations, states, and AI systems can continue pursuing their own interests in ways that do not destroy the shared conditions on which those interests depend.
Other-regarding priority is not a call for self-sacrifice. It is a redesign of long-term self-interest under conditions of extreme interdependence.
In this framework, “putting others first” does not mean erasing the self. It means that the real effects of one actor’s decisions on other people and on shared survival must enter the structure of incentives, resource use, responsibility, and power. In highly interconnected systems, long-term self-interest becomes unstable when it externalizes destruction onto the very conditions that make future benefit possible.
5. The First Boundary: Continued Existence
Before civilization can debate prosperity, justice, freedom, happiness, or meaning, it must continue to exist. Continued existence is therefore a civilizational floor, not one goal among many.
This distinction matters because the framework separates continued existence from the first of its three civilizational goals. Survival as a species or civilization is the minimum boundary. A civilization can survive while leaving large numbers of people trapped in insecurity, deprivation, fear, and competition over basic needs.
6. The Three Civilizational Goals
Beyond the floor of continued existence, Civilizational Transition organizes its positive direction around three goals:

These goals are sequential but not reducible to one score. A society cannot compensate for destroyed agency by raising material output, or compensate for extreme insecurity by offering symbolic meaning. Different dimensions of human life have to remain visible as different dimensions.
7. Human Agency in an Age of Powerful Systems
A central concern of the framework is human agency: the ability of people to remain genuine subjects of purpose, judgment, responsibility, relationship, and meaning even when machines perform more of the work.
Human agency does not require humans to manually control every operation. That would become impossible in sufficiently complex systems. The relevant question is different: Who sets the ends? Who may revise them? Who bears responsibility? Who can refuse? Who can exit? Which decisions cannot be silently delegated?
This is why the framework distinguishes AI as an extension of human capability from AI as a substitute for the human subject. A system may help a person remember, communicate, coordinate, create, or care across distance. But assistance should not quietly become impersonation, unreviewable authority, or the automatic transfer of responsibility.
8. The Future Choice Space
One of the most important concepts in Civilizational Transition is future choice space: the real institutional and technical capacity to revise goals, exit arrangements, restore prior states, and pursue alternative trajectories.
A system can remain stable and still become dangerous if it permanently narrows the range of futures that remain possible. Technical lock-in can make systems impossible to replace. Institutional lock-in can make power impossible to revise. Cognitive lock-in can make certain questions impossible to ask. The visible system may continue functioning while the future quietly disappears.
This is the purpose of the Anti-Closure Principle: no system should permanently close humanity’s future paths. In practical terms, this points toward reversibility, rollback, independent audit, circuit breakers, periodic reauthorization, plurality of experimentation, and meaningful exit mechanisms.
9. A Living Civilization
A framework becomes meaningful only if it can answer a simple human question: What would life actually feel like if civilization worked differently?
A Living Civilization is the name given to a civilizational form in which systems increasingly recede into the background while human life becomes more visible again. The point is not to remove technology. It is to prevent technology, administration, metrics, and optimization from becoming the center around which life must orbit.
In such a civilization, institutions would still exist, but they would increasingly function as low-friction infrastructure for human life rather than as permanent demands on attention. AI would extend capability without erasing authorship. Resource systems would help unused capacity reach real needs without automatically dissolving ownership. Contribution could be recognized without becoming a social-credit ranking. Public systems could become more capable without making people less able to refuse, revise, or leave.
The ultimate measure would not be whether the system looks advanced. It would be whether people can live more securely, more fully, and with greater room for meaning while the civilization itself remains open to correction.
10. Meaning Is Not an Afterthought
Many discussions of AI treat meaning as something private: a psychological preference to be considered after safety, productivity, and governance are solved. Civilizational Transition takes a different position. Meaning is foundational to the question of what civilization is for.
This does not mean that one institution should define meaning for everyone. On the contrary, meaning can arise from different sources. The point is that a civilization that protects survival while progressively emptying work, relationships, responsibility, agency, and human experience of significance may remain technically functional while becoming increasingly uninhabitable in a deeper sense.
The framework therefore studies not only the distribution of resources and power, but also the conditions under which people remain able to matter to one another, to be needed, to form real relationships, to make meaningful choices, and to carry responsibility that cannot simply be outsourced.
11. Renxin: The Human Heart as a Directional Faculty
Some concepts do not cross languages cleanly. One of them is renxin (人心, the human heart). In this body of work, renxin does not mean emotion, mood, psychology, or consciousness in general. It refers to a locus of value-sensing, meaning discernment, reality-testing, and directional calibration.
Why preserve such a concept? Because increasingly capable systems can help us decide faster while making it easier to forget how we decide what is worth deciding. A civilization may improve its predictions while losing the internal and social faculties by which people recognize that a direction has become wrong.
The purpose is not to romanticize intuition or exempt human judgment from evidence. Renxin is not a license to ignore facts. It is a reminder that evidence still has to enter a living structure of responsibility, value, and meaning before it becomes a direction for civilization.
12. From Principles to Institutions
Civilizational Transition is not intended to remain a philosophical vocabulary. It develops institutional and engineering interfaces for translating principles into constrained experiments.
Common Window Protocol: protects future choice through anti-closure, rollback, circuit breakers, and reauthorization.
AGI-COS: is a governed family of frameworks addressing crisis operation, perception audit, civilizational coordination, post-AGI stability, and longer-horizon conditions.
Human-COS: focuses on high-consequence changes in human behavior, institutions, and collective direction without pretending to directly measure the human heart.
Contribution Value (CV): explores how real contribution might be recognized without turning contribution into currency, social credit, or tradable status.
Resource Pools: explore how unused or voluntarily shared resources can be made available for real needs while preserving clear boundaries between ownership and use rights.
Spark (Xinghuo): explores AI as an authorized extension of a person’s care and capability without impersonating or replacing the person.
Nebula (Xingyun): explores a real-world civilizational operating environment in which these mechanisms can be tested, revised, and lived rather than merely described.
These are not presented as final answers. Their legitimacy depends on whether they remain auditable, contestable, reversible, bounded by rights, and open to failure. A civilization that cannot admit failure has already begun closing its future.
13. The Stage–Phase Distinction
Civilizational change cannot be governed by one fixed rule set from beginning to end. The framework therefore distinguishes developmental stages from operational phases.
A launch phase facing severe survival risks may need to prioritize preventing irreversible failure and establishing a sustainable operating track. A more stable phase should place greater weight on ordinary rights boundaries, institutional balance, long-term governance, reversibility, and preventing temporary powers from becoming permanent.
This distinction protects against two opposite errors: applying mature-system constraints so mechanically that a fragile transition cannot work, and using emergency conditions as a permanent excuse for concentrated power.
14. What This Framework Does Not Claim
• It does not claim that AGI will inevitably arrive on a particular timeline.
• It does not claim that any one country, culture, company, or ideology should govern humanity.
• It does not claim that optimization is inherently harmful.
• It does not claim that human intuition should override evidence.
• It does not claim that contribution should determine all rights.
• It does not claim that meaning can be standardized or assigned from above.
• It does not claim that one institutional design should be copied everywhere.
Its stronger claim is more modest and more demanding: when intelligence and capability scale faster than the institutions built to govern them, civilization must deliberately preserve the conditions under which survival, agency, plurality, responsibility, meaning, and future choice remain possible.
15. A Different Way to Think About the Future
Most futures are described as forecasts: what AI will do, what markets will do, what states will do, what technology will make possible. Civilizational Transition asks a different question: What must remain true about human life and civilization no matter how powerful the technology becomes?
That question changes the direction of planning. Instead of asking only how to make systems more capable, we ask how capability can remain answerable to life. Instead of asking only how to maximize outcomes, we ask which outcomes would destroy the capacity to choose again. Instead of asking only who wins, we ask whether the conditions of shared survival still exist after the competition is over.
This is not an argument against ambition. It is an argument for ambition at the correct scale.
The task is not merely to build more intelligent systems. It is to become a civilization intelligent enough to live with them.

17. Closing
Civilizations rarely collapse because one variable was miscalculated. They become fragile when the relationships among power, responsibility, resources, institutions, human life, and meaning stop fitting together.
Advanced AI accelerates that mismatch. It also gives humanity capabilities that previous generations could barely imagine. The same expansion of capability can deepen domination or widen freedom; harden a single path or preserve many; reduce human beings to managed variables or release them from unnecessary burdens; intensify competition or make cooperation more rational.
The future is therefore not contained inside the technology. It is being formed in the rules, institutions, relationships, and assumptions through which the technology enters civilization.
Civilizational Transition begins from a simple refusal: survival is not enough if the future is closed; prosperity is not enough if human agency is hollowed out; efficiency is not enough if life loses meaning; intelligence is not enough if civilization itself does not become wiser.
The future is still open. The question is whether we will keep it that way.
