What this edition is
This is the high-density independent English edition of When Intelligence Ceases to Be Scarce. It is not a line-by-line translation of the Chinese publication. It reconstructs the same causal argument in English while preserving the distinctions that must not be absorbed into familiar AI-governance vocabulary.
The central claim is direct: growing AI capability is not, by itself, a complete governance problem. Civilizational outcomes depend on how capability enters purpose, authority, responsibility, feedback, and real consequence.
Power is not the whole problem. Direction gives power its consequences.
