Boundaries to clarify before real-world use

Why this mechanism is needed, and how far it may go

Many high-consequence decisions are not made in a complete absence of information. Rather, decision-makers see only their own side or the present moment. This public introduction explains how consequences, affected parties, responsibility and crucial dissent can enter judgment earlier.

Who has authority to decide

Final decision-making authority remains with real actors who are entitled to decide and bear the consequences. Human-COS can only help reveal omissions, dissent and consequences.

What it can do

Conduct shadow analysis, compare different actors’ perspectives, raise crucial questions, and record responsibility and failure conditions, making judgments more open to challenge and review.

What it cannot do

It cannot decide for people, automatically create legal or policy powers, or score people’s inner lives, personhood, thoughts or morality.

How to test whether it actually works

Use real cases and isolated shadow operation to compare it with existing judgment processes: does it actually add valuable information and reduce omissions?

When to stop, exit or roll back

If it adds no value, misleads judgment, obscures responsibility, exceeds its authority or creates new risks, stop, reduce its role or withdraw it.

How real-world results revise upstream design

Negative findings must feed back into Human-COS methods, entry conditions and allocation of roles, and, where necessary, revise upstream judgments.

The problem this work addresses

Human-COS addresses human judgment and civilizational direction: before consequences become irreversible, it brings consequences, responsibility, crucial dissent and those who need to know into judgment earlier. It does not make final decisions on behalf of real actors.

Place in the framework

This work belongs to the Human-COS family in the AGI governance and civilizational safety field. Its current role is the public explanation edition.

Who should read it

General readers, professionals, researchers and participants in governance

Reading guidance

First understand why judgment is needed before outcomes arrive; then pursue theory, launch-stage applications, collaborative participation or engineering verification as appropriate.
