Boundaries to clarify before real-world use

Why this mechanism is needed, and how far it may go

Institutional, governance and resource conditions differ across regions. Any city-level civilizational research must first undertake local adaptation and a review of legality, rather than describe a conceptual proposal as a real project.

Who has authority to decide

A research asset does not establish that a government, institution, enterprise or city has accepted a proposal, authorized it, initiated a project, cooperated or implemented it. All real-world powers must be obtained separately.

What it can do

Compare local institutional constraints, develop controlled research paths, and restrict variables such as contribution to voluntary, auditable research uses from which participants can exit.

What it cannot do

It cannot imply government endorsement, turn contribution records into scores of personhood, substitutes for social credit, thresholds for basic rights or general governing authority, or precommit budgets, institutions and KPIs.

How to test whether it actually works

More specific controlled validation may begin only after real cooperation, jurisdiction, data, finance, rights and responsibility conditions are clear.

When to stop, exit or roll back

Where authorization is absent, exit is infeasible, jurisdictions conflict, basic rights are harmed or risks are uncontrollable, do not launch or stop operation.

How real-world results revise upstream design

Regional research results should first revise the regional proposal. Revise upstream general design only when common mechanisms have been refuted.

Real-world authority: This is the author's public research asset. It does not establish that any government, institution, company, or city has received, authorized, initiated, partnered in, or implemented it. Real-world facts are limited to what the accompanying sources support. Specific trials and arrangements involving data, finance, public resources, or multiple jurisdictions still require separate applicable authorization.

What this text is responsible for

Retain testable questions about city collaboration, resource use, digital governance and risk control from early Xiong’an proposals. Limit contribution value to a voluntary, auditable research variable with exit; do not give a single score control over basic rights, universal political rights or sovereign-currency interfaces.

Public boundaries

  • Contribution measurement must not become personality scoring, a substitute for social credit, a universal identity, general governing authority, or a threshold for basic rights.
  • Housing, basic healthcare, basic educational opportunities, personal dignity, and statutory rights remain separate from contribution balances.
  • Connections involving finance, data, cross-border activity, and public resources must return to real actors, applicable jurisdictions, regulatory permission, purpose limitation, exit, and chains of responsibility.
  • Area, participant numbers, budgets, institutions, schedules, and KPIs must be determined anew only after genuine cooperation forms; historical parameters are not real-world commitments.

Versions and evidence

This public text derives from the controlled candidate C5-A4 V1.1_SIGNED. Only its publication status changes from “local candidate / do not deploy” to public research publication; its theoretical propositions and factual, rights, and jurisdictional boundaries have not been substantively rewritten. SHA-256 hashes of both the signed parent and the public derivative are recorded in the C5-R4-S1 deployment control document.
