Real-world authority: This is the current policy-research master text, proposing four progressively authorized decision levels and boundaries for research preparation. It is not an authorized implementation plan, nor does it mean any city has become a candidate or experimental zone.
What this text is responsible for
Explains why the state should allow Civilization Leap to enter systematic research, the levels of current decisions, how the six major systems would be jointly validated, and how rights, phases, data, responsibility, stopping, and rollback should be addressed in advance.
Current decision request
Recognize the issue → establish an interdisciplinary research mechanism → conduct candidate-city baseline surveys and preliminary research → only after those conditions pass, decide whether to authorize a comprehensive experiment. Approval at any level does not automatically authorize the next.
Boundaries that must not be crossed
- Basic rights are not earned through contributions; contributions do not form a unified personality score or general political power.
- The startup stage does not require pooling all resources or changing legitimate property rights.
- Specific engineering must be refined once actual actors, jurisdictions, budgets, resources, chains of responsibility, and affected people are identified.
- Failures, exits, minority views, and counterexamples must be preserved.
Relationship to the professional verification layer
This text defines the current policy scope and authorization boundaries; E001-V0.2 defines hypotheses, baselines, evidence, stage gates, stopping, and rollback. Neither replaces the other.

Version history
The historical versions below are public to support tracing the development of ideas, corrections to phases, and revisions to rights boundaries. Rules corrected by later versions must not serve as current policy, actual rights, or grounds for implementation.
V0.7 · Key historical parent version
Phase-realignment edition
Corrections to ownership/use rights and the design source for E001.
V0.6 · Historical version with substantial unresolved design debt
Principle-integration edition
Contains strong rules on ownership, contributions, and rights that were later corrected.
V0.5 · Historical predecessor
Early full development
Early structure of national authorization, city-level hosting, and the six major systems.
Revision triggers
Update under the relevant triggers when actual authorization, actors, jurisdictions, budgets, rights, AGI capabilities, experimental results, or failure conditions change. Local adaptation changes the national master text only when shared assumptions are falsified.
