What this text is responsible for
A jurisdiction-first external dialogue paper for Dubai/UAE contexts. It does not presume regulatory approval for contribution finance, data processing, sandboxes, or cross-border mechanisms, and removes unsupported precise AGI probability claims.
Public boundaries
- Contribution measurement must not become personality scoring, a substitute for social credit, a universal identity, general governing authority, or a threshold for basic rights.
- Housing, basic healthcare, basic educational opportunities, personal dignity, and statutory rights remain separate from contribution balances.
- Connections involving finance, data, cross-border activity, and public resources must return to real actors, applicable jurisdictions, regulatory permission, purpose limitation, exit, and chains of responsibility.
- Area, participant numbers, budgets, institutions, schedules, and KPIs must be determined anew only after genuine cooperation forms; historical parameters are not real-world commitments.
