Boundaries to clarify before real-world use

Why this mechanism is needed, and how far it may go

When the same mechanism enters different cities, conditions concerning housing, healthcare, education, finance, data, public resources and regulation differ. An institutional arrangement cannot simply be copied. City research first seeks to clarify these local constraints.

Who has authority to decide

Any endorsement by government or institutions, funding, data, finance, public resources or implementation arrangements require separate, real authorization. A public research page does not itself establish that cooperation exists.

What it can do

Identify questions of local institutional adaptation, compare jurisdictional boundaries and design research paths that can be stopped; decide concrete parameters only after real cooperation has formed.

What it cannot do

It cannot claim government recognition, an existing city pilot, or committed budgets and KPIs. Contribution records cannot substitute for social credit, become a threshold for basic rights or confer general governing authority.

How to test whether it actually works

First review legal, data, financial, rights and exit conditions. Only after real cooperation has formed should concrete design address area, participant numbers, budgets, institutions and schedules.

When to stop, exit or roll back

If authorization is absent, the jurisdictional fit is inadequate, exit is infeasible, basic rights are harmed or data and financial risks fail review, do not launch or stop operation.

How real-world results revise upstream design

Local results should first revise the local adaptation plan. Revise the national master text or general mechanisms only when shared assumptions have been refuted.

Real-world authority: This is an author-controlled public research asset. It does not establish government or institutional endorsement, authorization, funding, partnership, or implementation. Any real-world experiment, data use, financial mechanism, public-resource linkage, or cross-jurisdiction arrangement requires separate lawful authorization.

What this text is responsible for

Reframes SCV as a voluntary, rights-preserving research mechanism rather than a national social operating system. It separates contribution records from basic opportunities, universal identity, public authority, and unlicensed financialization.

Public boundaries

  • Contribution measurement must not become personality scoring, a substitute for social credit, a universal identity, general governing authority, or a threshold for basic rights.
  • Housing, basic healthcare, basic educational opportunities, personal dignity, and statutory rights remain separate from contribution balances.
  • Connections involving finance, data, cross-border activity, and public resources must return to real actors, applicable jurisdictions, regulatory permission, purpose limitation, exit, and chains of responsibility.
  • Area, participant numbers, budgets, institutions, schedules, and KPIs must be determined anew only after genuine cooperation forms; historical parameters are not real-world commitments.

Versions and evidence

This public text derives from the controlled candidate C5-A4 V1.1_SIGNED. Only its publication status changes from “local candidate / do not deploy” to public research publication; its theoretical propositions and factual, rights, and jurisdictional boundaries have not been substantively rewritten. SHA-256 hashes of both the signed parent and the public derivative are recorded in the C5-R4-S1 deployment control document.
