What this text is responsible for
Address resource classification, bundles of rights, discovery, custody, use, scarcity conflicts, contribution verification, returns, exit and necessary redundancy.
Current stage and public applicability
Startup/transition stage. Public role: resource connection and exit project.
Relationship to the professional resource-pool master text
This project serves real-world connection during Nebula's startup. P05-RESOURCE-003 addresses the resource pool's professional rights, facts, and long-term boundaries. They link in both directions but are separate assets.
Boundaries that must not be crossed
It is not the P05-RESOURCE professional master text. Resource facts and coordination capability do not generate sovereignty over resources or powers over public decisions.

- Nebula Launch Edition: General Framework — Upward: return to this resource project's responsibilities within the startup stage as a whole.
- Civilization Leap Resource Pools: Complete Design Source Text — Across: distinguish the rights, facts, and use interfaces of Nebula's startup project from those of the professional resource-pool master text.
- Nebula’s Real Coordination Layer — Forward: feed facts about resources and capabilities into real-world coordination without automatically generating use rights.
- Nebula City-Scale Integrated Validation Plan — Toward reality: test resource registration, scarcity handling, and exit mechanisms in city-level validation.
- Civilizational Decision Principles: A Constitution Separating Three Powers — Toward legitimacy: resource facts still require legitimate purposes, professional judgment, execution, and correction before entering decisions.
This document is a theoretical, institutional, or conceptual-engineering asset within the Civilization Leap framework. It makes public purposes, causal relationships, actors, stages, interfaces, responsibilities, failure conditions, and exit boundaries. It does not imply that designs for specific actors, resources, jurisdictions, budgets, technology, public participation, and practical feasibility are complete. Specific engineering must be refined in light of the whole once these conditions are established.
