Who has authority to decide
Authority over any specific resource, individual or public decision comes from real actors, applicable jurisdictions and explicit authorization. Overall coordination acquires no sovereignty of its own.

Nebula Launch Edition: General Framework
Explain how existing technology, industries, resources and governance capabilities can connect to minimum coordination interfaces and form a verifiable, reversible launch loop.
Boundaries to clarify before real-world use
Why this mechanism is needed, and how far it may go
Institutions, tools and AI safety mechanisms that are individually reasonable do not necessarily form a functioning society when combined. The Nebula Launch Edition studies how these mechanisms could work together in the same reality during launch and transition.
What it can do
Organize real-world coordination during launch, resource and rights interfaces, combinations of execution arrangements, phase-limited governance, specific studies of everyday life and city-level validation.
What it cannot do
It cannot encompass every form of life in the stable phase, gain sovereignty over individuals, resources or public decisions through system integration, or describe conceptual engineering as an already implemented project.
How to test whether it actually works
Use focused experiments, city-level validation, records of failure and exit, and feedback from results to test whether combinations of mechanisms can actually operate.
When to stop, exit or roll back
If exit becomes impossible, resource or rights boundaries are exceeded, the phase is inapplicable, overall operation deteriorates or life outcomes are clearly harmed, stop, roll back or return to a smaller combination.
How real-world results revise upstream design
Use results to revise the Nebula Launch Edition and the interfaces among mechanisms, and, where necessary, upstream institutional design.

The startup edition answers how to begin from reality; P06-NEBULA-013 addresses the whole across stages, three-layer interfaces, governance, and the system's retreat from prominence. They operate at different levels and cannot replace each other.
