What this text is responsible for
R2 carries continuity in three-layer interfaces, subject qualification, permissions and systems stepping back; G1 carries governance, domain interfaces, cross-domain externalities and principles across the framework.
Current stage and public applicability
Across stages. Public role: dual tracks of the general overarching framework.
Boundaries that must not be crossed
Make the whole visible without possessing individuals. Overall optimization may be analyzed but cannot automatically become a decision. R2 and G1 do not supersede one another linearly.
V1.3-R2 | Three-layer interface continuity track
Continuity across resource pools, shared worlds, and real-world coordination, including subjects, eligibility, authority, affected people, and the system's retreat from prominence. The stable entry defaults to this track.
V1.3-G1 | Parallel governance and domain-interface track
Governance legitimacy, domain states, cross-domain externalities, sources of public decisions, and the system's retreat from prominence. It and R2 check one another; they are not silently merged.

This document is a theoretical, institutional, or conceptual-engineering asset within the Civilization Leap framework. It makes public purposes, causal relationships, actors, stages, interfaces, responsibilities, failure conditions, and exit boundaries. It does not imply that designs for specific actors, resources, jurisdictions, budgets, technology, public participation, and practical feasibility are complete. Specific engineering must be refined in light of the whole once these conditions are established.
