What this text is responsible for
Distinguish objects that can be quantified precisely, compared only, or observed directionally only. Set boundaries for simulation, sensitivity analysis, stress testing, data quality and resistance to manipulation.
Current stage and public applicability
Methodological tool across stages. Public role: master text on formalization and methods against false precision.
Three methodological layers
Use engineering quantities for objects that can be precisely quantified; transparent multivariable tools for objects that permit only comparison; and directional observation and hard constraints for happiness, meaning, personhood, dignity, and civilizational boundaries.
Boundaries that must not be crossed
Formalization serves comparison, validation, and refutation; it must not compress personhood, happiness, meaning, basic rights, or civilization's direction into one total score.

This document is a theoretical, institutional, or conceptual-engineering asset within the Civilization Leap framework. It makes public purposes, causal relationships, actors, stages, interfaces, responsibilities, failure conditions, and exit boundaries. It does not imply that designs for specific actors, resources, jurisdictions, budgets, technology, public participation, and practical feasibility are complete. Specific engineering must be refined in light of the whole once these conditions are established.
