The question this essay addresses in its own right
“When intelligence is no longer scarce” is not a statistical description of the world today, nor a claim that everyone already has equal access to equivalent intelligence. It is a directional thought experiment: as cognitive, analytical, generative and executive capabilities expand and gradually become widely available infrastructure, where will civilization’s principal bottlenecks move?
The essay calls this a “shift in civilizational scarcity”: direction, an understanding of consequences across the whole causal system, time to correct mistakes before they become irreversible, the place of real subjects, and a shared capacity for correction may become more decisive than “one more answer.”
How this differs from Humanity’s Civilizational Choice in the AGI Era
The two works run in parallel; they are not merged. When Intelligence Is No Longer Scarce first asks, “As capabilities become more abundant, what is truly scarce for civilization?” Humanity’s Civilizational Choice in the AGI Era then asks, “Facing these capabilities and consequences, what civilizational choices will humanity make, and what will it teach future intelligence?” The former begins with changes in the structure of scarcity ; the latter begins with civilizational choice and the direction in which future intelligence learns .
Boundaries that must remain explicit
Growing capabilities, equitable access to them, who controls them, and the purposes they serve are four different questions. This essay is not a completed institutional design or engineering manual. Working names in the text do not denote completed software or an overarching system already running civilization. The subjecthood of future AI, the feasibility of complex multi-agent mechanisms, and the practical effects of tools not yet piloted remain open questions.
