Briefly explain why Civilization Leap calls for complete national-level, city-scale research that reduces the domain without reducing dimensions. These locations and city networks are included in comparative audits, but C5 is still separately checking versions, local facts, jurisdiction, rights and real authority. This family does not present them as selected pilots, approved projects or directly replicable implementation templates.
