Real-world authority: This text is a short entry for research institutions and decision-making interfaces. “Formal submission edition” describes completion of the author's document; it does not establish submission to, receipt by, endorsement from, review by, or cooperation with any institution.

What this short text is responsible for

Condenses the full national experimental proposition into an entry for research, challenge, and argument: why isolated platforms cannot sufficiently demonstrate a new civilizational logic, and why full social validation at city scale is ultimately needed, reducing geographic scope without reducing the dimensions examined.

What is actually being requested now

Entry into national issue recognition, interdisciplinary research, candidate-zone baseline surveys, and preparation for limited validation. It does not request immediate approval of an entire institutional system or mean that any city has been selected.

Revision triggers

When verifiable records of formal submission, receipt, project approval, rejection, or termination emerge, update factual status first. Revise the body-text version only when the research entry, current request, or intended readership changes substantively.
