How the stable public package is composed
The stable public package is the default reading edition: the APPLICABILITY-V1.0 control page comes before the unchanged E001-V0.2 body. The standalone body and mandatory applicability document belong to this same asset; they are not additional works. Read the standalone body only together with the applicability control text. The separate applicability document also contains a dedicated continuation page that is not included in the stable Chinese package. Available English files are listed individually on this page; an available package does not imply that both standalone English files are available.
When a new version is needed
Create a new E001 version only when hypotheses, baselines, data, rights structures, organizational responsibilities, stage gates, stopping, or rollback change substantively. Do not silently edit the V0.2 original.
