What this text is responsible for

While real sovereignty, power and legally constituted organizations remain, separate decisions, professional judgment, execution, auditing and responsibility, while protecting pauses, appeals and rollback.

Current stage and public applicability

Startup/transition only. Public role: governance project limited by phase.

Phase limitation

This project addresses human–AI governance only during startup and transition, while real-world sovereignty, states, organizations, and statutory powers still exist. Stable stages still require decisions, responsibility, and correction, but future actual operating conditions will determine whether and in what forms sovereignty or power continue.

Boundaries that must not be crossed

“Highest decision weight” and “final veto power” address only startup and transition questions; they do not presume that sovereignty and power permanently define civilization in stable stages.

This document is a theoretical, institutional, or conceptual-engineering asset within the Civilization Leap framework. It makes public purposes, causal relationships, actors, stages, interfaces, responsibilities, failure conditions, and exit boundaries. It does not imply that designs for specific actors, resources, jurisdictions, budgets, technology, public participation, and practical feasibility are complete. Specific engineering must be refined in light of the whole once these conditions are established.
